The long-term wellbeing and resilience of our communities has never been more critical

Organisations can no longer afford to ignore the communities in which they work. Investors and clients are holding their supply chain to higher standards of accountability, with robust measurement and reporting requirements focusing on long-term, evidence based outcomes.

In 2020, the Government introduced a standardised approach to evaluating social value in procurement through the Social Value Model, originally published in Procurement Policy Note 06/20 (PPN 06/20). This Model set out clear themes, policy outcomes and award‑criteria guidance, supported by detailed metrics to help organisations measure and report impact. The Model has since evolved and is now embedded within PPN 02/25: The Social Value Model, which strengthens and updates the Government’s expectations for Social Value delivery.

PPN 02/25 provides a consistent national framework that clarifies how contracting authorities should implement the Public Services (Social Value) Act 2012 in practice. In addition, under the new Model, central government must continue to explicitly evaluate social value, applying a minimum 10% weighting to Social Value within all qualifying procurements. The updated framework also places greater emphasis on supplier diversity, inclusive economic growth, workforce well‑being, environmental improvement and community resilience, ensuring Social Value remains a core component of responsible and outcome‑focused public procurement.

This guide helps SMEs and procurement authorities integrate social value into operations. Created by the Supply Chain Sustainability School and Cardiff Business School, with delivery by Action Sustainability, it supports SMEs in public and private sector procurement. Based on research with SMEs across Civil Engineering, Rail, Infrastructure, and Manufacturing, it provides strategies for local engagement, job creation, and sustainable practices.
